This specification defines three types of requirements for the voice markup language: modality, functional, and format. Its modality requirements cover "media in combination with an input/output mechanism supported by the markup language for user input and system output", while the functional requirements of voice browsers are more concerned with the behaviour (or operational semantics) that result when a voice markup language is interpreted. Additionally, format requirements can be used to constrain the syntax of the voice markup language.
