This specification describes a framework and a set of base elements for providing animation functionality to XML documents.

The SYMM (Synchronized Multimedia) and SVG (Scalable Vector Graphics) working groups collaborated in order to satisfy the technical needs of both efforts. SMIL 1.0's "flat" timing model is integrated into a DOM-compliant data model with simple language bindings.
