Navigation Markup Language provides a means for expressing navigation service information to other devices than those built into cars -- such as trains, busses, on foot, etc.

NVML is not about "navigation" in the sense we have grown accustomed to (as in navigating around between HTML web pages), but rather "navigation" in the traditional sense (as in geospatial navigation around the planet.
