Susan: Thanks for your question. As I understand it, the bill got stuck in the queue behind budget bills, which generally take priority because of time-sensitivity. There will also be a new chair of the Senate Health,Education, Labor and Pensions Committee (probably Judd Gregg, R-NH, who was ranking Republican) when the 108th Congress convenes.
