This is absolutely true if we are thinking only on http as the transport. But what about the transports like JMS, Jabber etc. As per this philosophy each transport should look for its native protocol for the service. I think a good architecture should be agnostic to its lower layer. In a SOAP service you can invoke it in a similar way irrespective of the underlaying transport. Also I cannot agree that web service is only meant for HTTP. Most of the asynchronous services are built over JMS.
