Brooks considered his first prototype as a throw-away, whereas many have benefited both from the open source software you discuss. The code is widely disseminated to people who are interested, can make informed judgements, and generally are willing to spend time to (hopefully) make our lives easier tomorrow.
Not to disparage Brooks, but you yourself mention a core tenant of XP, Do The Simplest Thing That Could Possibly Work. Brooks wasn't writing about an open source software project in the age of XP. This is a different sort of project.
