This tool is perhaps a compromise. It shows that with a few extensions to CSS, without touching its syntax, it is possible to cover a reasonable range of documents with respect to printing.
It is true that the major browser vendors don't bother much about printing with CSS. I fear this is a cultural issue, because CSS has the potential to do much better.
But we are not forced to associate CSS only with the web. It can be applied to XML in general and, as you see, there are other ways to obtain a printable result.
