 Uncle Sam's Semantic Web
Subject: Use of Semantic Web Technology for Homeland Security

We don't see evidence of this in the RFPs for first responder systems. Given that the lifecycle and market cycle is approximately 12 years for these systems, unless there is a very immediate course correction, we won't see these for over a decade.

The problem of integrating the first responder public safety systems peer to peer and into the upper level Federal agencies is tougher than anyone looking at it from a web perspective knows. While one prefers this to bottom-up, the RFP lifecycle, the late adopter status of public safety agencies, the still unresolved security issues, the still unworked policy issues all ensure that any bottom-up cycle will be very slow.

This is one area where the current administration completely blew it by failing to understand the importance of all-source information collection and classification. Money spent here to ensure an overall high level architecture for these sources is in place sooner rather than later will pay high dividends.
