What makes these uniquely "web" services? They run over the net, so why aren't they net services? If they have to use HTTP (which didn't seem to be a part of the definition) why aren't they HTTP services? Is email a web service? Net news? Both existed before it was referred to as "the Web". And since we're talking stuff that doesn't need a human (with a browser) in the loop, why "web"?
