I was just wondering which "older, more complex tool" the author means. He should probably take a look at the current 2.1 version of Protege and the OWL Plugin. It's certainly more complex than other tools, but perhaps a complex tool is needed to handle a complex language such as OWL. At least the thousands of users of Protege think so.
