Large parts (though not all) of Nevow are not tied to Twisted. I remember being told that certain parts could work in e.g. CGI almost from day one of the design. If you want to use it in Quixote, I suggest you just start and feed Donovan bugs about unnecessary Twisted dependencies where applicable. You may still need Twisted installed as a dependency, but you shouldn't need to use Twisted's web framework.
