You are trying to tackle one of the most difficult problems of the modern world. The way I would characterize this problem is: We, humans, live in an analog world. We can deal with both the analog and digital without much problem. That is to say, humans can handle 'ambiguity' without stopping dead. Everything that computers deal with, including URIs, are digital. Digital 'symbols, identifiers, etc' tolerates no ambiguity. Computers in a sense have only one (1) context: the explicitly defined one. If what it deals with does apply in that context, no present day computers will stop and reconsider what it has done. In short, it is human ability to cross back-n-forth between the analog and the digital which gives us power to think, to conceptually. Conversely, it is computers ability to work only within the digital which limits what it can do.
