What about an online PDF library or something similar that would allow people to check-out digital documents/books for a set number of hours, or even have multiple people view a document at the same time? A waiting list could be implemented that notifies you when you turn has arrived.

I am not sure there are any legal reasons why such a digital library could not exist in an equivalent form to a physical library. It seems the Recording industries are already pioneering the copyright protection policies that would make something like this possible.

O'Reilly already does something similar to this with it's books. Their Safari on-line service allows you to "check-out" 5 books during a month for about $10. Something like this would make it affordable to read the specifications since you don't actually purchase them.
