From what I remember from an article in a recent iX (highly regarded German computer magazine): it will soon become law in Germany for government agencies to adhere to the w3c's standards for html and css, including a large part of the accessability guidelines (for the blind etc.).
This 'll undoubtedly have its effect on other businesses in Germany as well. In my opinion this is a very good step forwards!
